If for a given hour, rain is reported as 10% does that mean:
1. There is 10% chance of rain happening at some time during the hour.
2. It will be raining 10% of the time during that hour.
3. Humidity is 10% during that time.
4. Something else?

Hey Matt, generally probability of precipitation refers to the probability that at least some minimum quantity of precipitation will occur within a specified forecast period and location.

So it is closest to your point 1. except it means there is 10% chance of some precipitations during that hour in that specified location.
