Would I be correct to assume it has to do with the global 500mb flow if that is the correct term? I don't want to know what causes it to get that way (AMO,PDO ext..) since that is too complicated for a full discussion on here. I just want to know what the 500 mb level or any other relevant level of the atmosphere would have too look like.

Not a expert.

The Jet Stream would need to make its 'normal' trough down through the Central Plains and then heading North along the Ohio River Valley and on up into New England. Why the Jet Stream is not do this???????
