It seems pretty clear from the GFS that a pretty strong cool down will occur during this time period.

18z GFS for Sept 24

This does not seem to affect the plains at this point so i thats why i left them out of the title.

Give me a Greenland block and I just may consider a phasing storm with frosts/freezes/snow flurries on the back side in September. The Pacific pattern looks great for below average temps during this time period with a huge GOA low/-EPO/+PNA, but without a Greenland block I realy don't understand how that much amplification and phasing can occur in September. We'll see though. Could well end up below average but not well below average.

Well the 6z GFS sure threw a wrench for this cool down now holding it back until the last days of the month. I'll believe it more if the 12z happens to back it up.

The 0z run from last Evening was not as "cold" as previous runs either.

The ECMWF is and has been warmer than the GFS. So this may be a product of the GFS coming around to the "warmer" solution like the ECMWF shows.

I figured the 6z was wrong in not even showing a trough coming down during this time period. At least it still shows the next shot at the end of the month like you said.
