![]() Hard to tell without additional pictures or video.... there is really no way to tell from a still picture. Having seen a funnel cloud up close, you'll know it when you see it because the rotation will be rapid. Where/when was this taken? Looks like a funnel cloud, but of course it's impossible to be sure without more pictures or video.

this photo was taken at my house in weatern PA during a sever storm in the summer hail did come from it and it did have rotation.

Was there a tornado warning for it? I've seen one in my life... our local newspaper had confirmed that I did see one. their was never a warning only a sever thunderstorm warning but as i said it was spinning and hail came from it

You can tell it's a funnel because from the left of the image it feeds into the actual funnel and on the right it just goes straight up. That's a misdirection in winds. Also you can see the clouds around the funnel wrapping counter-clockwise. Here's the diagram:
