Cone of Uncertainty for Winter Storms?

Folks -

There's a few of us still following up from the storm which just left us...NWS and some private vendors took some lumps (and they know it). I saw a quote from someone in a forum here asking "why do we accept a cone of uncertainty for hurricane tracks, but not winter storms?".

Bingo.

Serious question and hope the mods don't take me out, but in the context of this upcoming storm, given the same questions on the models and discussion going on...if you were really, honestly, putting out information for either NWS or a private vendor in a watch or warning mode, what is the best way you can think of to communicate to the public your level of certainty (or uncertainty). I'd like to hear thoughts as we go through the week. New product? Different? Is the HWO or AFD useful? A new process?
